Hi,

I want to buy a CA rostered used XD9 from a calgunner. He is in Mountain View and I am in Orange County. Can he deliever the gun to an FFL dealer in OC for me to DROS. Or does he have to send the gun thru his FFL dealer in Mountain View to my local FFL dealer in OC?

Legally he can ship it through anyone other than the USPS to the dealer directly. There is zero requirement to ship it through a dealer.

However, your local dealer might have a personal policy against this. So you need to check with the receiving FFL to make sure he will accept it.

If he ships it, you are subject to whatever transfer fee the dealer wants to charge. If he brings it down and you do a PPT, they can only charge $10 plus $25 for DROS for a maximum of $35.
