Need FFL help between Fresno and OC

OK here's my dilemma

I recently built a AR lower ( Fab 10). I had a LPK and a stock and I built them in a complete lower. I have a buddy who is in the army and I want to give it to him as a present. Im not charging him any money or anything like that. its simply a gift between friends. he lives in a city near Fresno and I live in OC.
I can either meet him 1/2 way between OC and Fresno or somewhere near Taft/Bakersfield area
So first is there a FFL that can handle a complete AR lower transfer, and is there a problem with me giving a complete AR lower to a friend.

Just find an FFL in Fresno that is willing to do an intrastate transfer and mail it to him.

I know in porterville they can do the lower transfer with no problems

Breco Enterprises in Clovis should be able to do it. give them a call. i got my lower from them.

Wes at Ten Percent Firearms in Taft or Raf at Get-A-Gun in Bakersfield.

You should be able to find a transfer dealer for less than $50 and since it is coming from a private party, no sales tax. That $50 transfer in Fresno would be a heck of a lot cheaper than driving down to Bakersfield or Taft twice for the buyer.

You could also drive the extra two hours to Fresno and PPT it there so the buyer wouldn't have to drive back down here to get it.

I would use Rafael in Bakersfield, it is a bit less of a drive than Taft, but I always appreciate the chance to show someone my hole in the wall shack full of AR parts!
