    PPT, OLL question

    Can an FFL that sells OLL's refuse to do a PPT of a stripped lower?

    EDIT for more info...

    Just so that we are all on the same page it was a JD machine lower, two actually, (set, meaning two sequentially numbered stripped lowers with a special engraving that was a limited production) produced about 6 mos ago, not an AW or something fishy.

    He shouldn't be able to. If he is willing to sell them, then he knows they are legal and he cannot refuse a PPT. If he thinks they are illegal and the DOJ won't give him a straight answer, then I think he has a right to refuse them.

    In this case, I would call the DOJ and let them know that so and so is refusing a PPT.

      Was there any reason given? If there is a question that the specific lower is not legal in CA, then it would be valid to not do the transfer. If the FFL won't transfer it because they want you to buy from them, then it is not valid.

        The reason given was, "we don't want to get involved because we don't know what you are going to ultimately build it into". I said, "A compliant rifle obviously because it is not a pistol lower." This shop has ACR's, SCARS's, AR's, Saiga's and uppers and lowers for sale. I wouldn't even be on here asking if they had just told me on the phone "no". I called they said not a problem just make sure it has a BB on it, which I put on in the parking lot with the seller before going into the store.

          They don't have a choice. Second, are they concerned that people who PPT non-evil rifles might cut down the barrel to less than 16"?

          They didn't want to do your PPT. Call the DOJ.

            Thanks I think I will do just that on Tuesday. Should the seller call also you think? Or does one weigh more heavily than the other in the eyes of the DOJ since it's still his property etc.?

              I think it is best for both to call. If there are more complaints, the odds are greater it will get to the correct person to do something about it.

              Clearly, they are not being honest since they are selling lowers and don't have an issue with what they are selling.
