your friend should have filed an op-law registration on the handgun when he got it 10-years ago, but at this point, he can just take it to your local FFL to do a PPT transfer to you. It doesn't have to be "in his name" for him to be able to sell it to you. Past non-registration will not normally be an issue.Jack
