I have my Secondhand Dealer License and I Believe that anything I take in used I have to report to the DOJ and my local PD. I also believe I must hold firearms for 30 days before I can sell them. My question is; does this apply to consignment firearms?

Ahh and now the grey area begins. Some dealers have the consignee sign a DROS worksheet and do it as a PPT. Some report it to the Authorities and wait the 30 days. Some collect tax and some don't. If you call the respective organizations you will get everyone's "interpretation" of the law but very rarely will the send you a letter. Let me know what you find out.

I asked the CA DOJ the question of the consignment/PPT and was told that having the person fill out a worksheet was the way to do it. You can also do that for a PPT if both people can not attend at the same time.
In the case of a consignment, since the FFL does not own or buy the firearm, it does not seem to apply to a secondhand dealer where the FFL buys a used firearm. It would be a good question to ask the CA DOJ though.Kemasa.
