07 FFL - Anything CA Specific?

So does California care if you are an 01 or 07 FFL?

Is there a CA specific fee to be an 07FFL?

There's a bunch of stuff you have to do if you actually start manufacturing for real, but as long as you stay under 100 guns total manufactured over the life of your FFL you won't have to do tons of extra crap.
My posts are my own opinion and reflect no official positions of anyone other than myself.

Need to check where you want to set up to see if it is zoned properly.
        07-FFL = zoned for manufacturing.
        01-FFL = zoned for retail.

as you stay under 100 guns total manufactured over the life of your FFL
Where did you get this information? The ATF said it was under 500 a year . . .

Don't forget the $2300.00 every year to the ITAR as a registration fee... Ouch...

Good Point Vigilance. That check is cut to the US State Department. Hillary's boys will sit at their desk and run a background on you to make sure you're not selling missiles to China (like her husband did in the 1990's through Loral.) The cost for that privilege is a mere $2250 and up to six months wait time.

Look at 12086 for particulars about being an MFG. You should note that you can be a MFG even if you're not a dealer. Some zoning laws actually are much more lenient on manufacturing than they are on dealing guns. Also, you don't have to be forging receivers to be an MFG. Simply building/assembling 1911's en masse is considered manufacturing.

There are two state licenses depending on volume. If you build less than 100, you don't need a state mfg license. If you build between 100-499, you need the $250 license, and if you build 500+, you need the $600 license. Contact Tami at the DOJ & she will send you a packet to fill out if you need one, but read 12086 first

It seems like this fee is not a certain thing. I did a bit of reading here ans elsewhere and it seems like the people paying the fee swear it's required or you go to jail, and the people not paying think the people that do pay the fee are getting ripped.

Does anyone have any new, concrete information on this?

Your points are not mutually exclusive, and I think you're right on both counts! Here's the deal... If you don't register and you are manufacturing firearms, the feds could come in and charge you with a FELONY that will put you away for 8 years. The feds don't do much enforcement of this statute, but hey, the ATF knows where every 07FFL is located. It wouldn't take much effort for the ATF, State Department, or IRS to decide to check on the ITAR reg for each 07FFL. Sooner or later they'll connect the dots, so is it worth it to try to skirt the issue?

Contact the US State Department for further information, or just look up ITAR on the US State Department website.
