you need to find a CA-friendly FFL who will sell it to you in a CA-legal configuration before it is shipped ot CA. Or find an out-of-state CA-friendly middleman FFL who will receive it from the selller, californicate it for you, and then reship it to you local dealer. yes, you could find an AW dealer willing to receive it as an AW and then californicate it for you.

Why don't you just buy one that is already here in CA? I'm pretty sure there are at least a couple dealers in your area that deal in off-list AR-pattern firearms. Once you figure out how all the legalities work, then, on later purchases, you can try doing the mail-order deal.

Do you want an AOW or C&R SBS/SBR in CA?

That and it will most likely be cheaper when all the fees are said and done

Try www.lanworldinc.com they californicate rifles. I got my stag from them $950.00 when all was done.

It is also possible to ship the firearm in two pieces. If the lower is shipped to the FFL, it does no have the required features to be an a-salt weapon. The upper can be shipped directly as it is not a firearm. Putting it together without making changes would be a problem.
