PPT DROS Delay for Buyer

    PPT DROS Delay for Buyer

    Is there a time requirement re. PPT between the time parties sign the DROS worksheet and the time the buyer has the DROS processed? The buyer had ID, etc. but since it was a handgun he needed to go and get his HSC and secondary proof of residency. Turns out he waited for a gunshow to do the HSC and it has been over thirty days. The dealer has it logged into his bound book in Feb. 10.

    Any info appreciated. Nothing specific on a search turned up re. turnaround time requirement.

    Both must be done the same day.

      Worksheet Signed at Gun Show on Saturday
      Not able to get to computer until Monday

      This doesn't invalidate the signatures or process. The 10 day wait just won't start until the DROS is inputted into DOJ system.

        The date the dealer has it logged into his bound book doesn't really matter in regards to a PPT transaction. It obviously has to be logged in on the date he received it though.

        For instance, I may log in a firearm from Joe Smith on Jan 1, 2010 as a consignment sale (and thus a PPT transactions), but not log it out for an entire year if he kept it with me that long. That would show a disposition of maybe Jan 1, 2011. Nothing wrong with that.

          Still the same day. If you do a Gun Show Transaction the buyer fills out the 4473 and the DROS Work Sheet on the same day. The DROS is then later processed on the computer and the buyers CA ID is then scanned at some point before the firearm is picked up.

            I agree with what you're saying about the 4473 and DROS Work Sheet.

            However, the original question was, "Is there a time requirement re. PPT between the time parties sign the DROS worksheet and the time the buyer has the DROS processed?" to which my answer applied as well as yours that I'm quoting here.

              It is basically the same as a consignment. The worksheet can be signed and it does not matter until the buyer comes and provides all the information and the DROS is submitted. Since there was not the HSC information, nothing has been started and the clock does not start.

              This assumes that the FFL is ok with the delay, since they could have an issue.
