    DROS Worksheet for use at gunshows and consignment sales. Not for use when internet acess is available.

      After the gunshow, would this be used to send info to DOJ via the internet or would this be mailed to them?

        Everything must be submitted electronically over the Internet. Period. The worksheet is only when your Internet doesn't work or when you are somewhere you don't have Internet like a gun show. Nothing gets mailed, ever.

          In the section called waiting period exemptions, on the far right there is a field for "Collector Status (Valid for Curios and Relics Only) Enter COE number"

          Is this where your COE number goes? It seems to say the COE only works with C&R.

          I bought a shotgun ($279 Mossberg) at Big 5 yesterday, had a copy of my COE, and of course the clerk had never heard of it and had no idea what to do, so I am waiting 10 days. Not a big deal but typical of California laws.

          Can someone tell me how to fill out the form using the COE so I don't have to wait the 10 days when I buy something?

            The waiting period exemption only applies for C&R firearms. The FFL should know how to do it. They should enter that the waiting period is exempt for a C&R w/COE. The FFL also needs to retain a copy of the C&R FFL and COE.

                Who gets/does What?

                Who gets the dros...ATF or DOJ?
                Who gets the 4473?
                What's the Bound Book? What has to be kept in it? What entity audits the book?
                I assume that, ATF enforces federal law; and CADOJ takes care of state business.
                Finally... Which agency handles the back ground check.

                  The DROS is submitted to the CA DOJ.

                  The FFL keeps the 4473, but it is sent to the BATF if/when the FFL goes out of business. The BATF audits the bound book and the 4473s.

                  The bound book is the record of all the firearms received and disposed of. It contains the make, model, caliber, serial number, date received, who it was received from, date it was disposed of, who received it and the 4473 transaction number/FFL number/Address of who received it.

                  In CA, the CA DOJ does the background check.

                  My question is why do you ask?

                    Remember, the DROS is always submitted electronically and the hardcopy is kept in the dealer's records.

                      Well, A hardcopy, a printout, is kept in the dealer's records. What is sent electronically does not contain the signature nor the thumbprint.
