    Question for FFLs regarding home built guns and PPT

    Is voluntary registration necessary prior to a AR pistol transfer? That is, if it was built from a 80% lower.

    I know the ID/marking/engraving requirements. However, I'm unclear about the registration.

    I have heard that it must be done. On the contrary, I have ALSO heard that when the transfer is done, the registration process for the purchaser fulfills the requirement.

    Please clarify, if possible.

      Don't need to volreg it. Just make sure it's got the appropriate markings and run it through the PPT.

          There is no law requiring you to register a pistol that you have manufactured for yourself in the State of California.

          If you manufactured it outside of the state and then imported it, you would be a "personal handgun importer" and would have to register it.

          Since you're selling it anyways, it doesn't matter. It will become registered to the purchaser at the time of the transfer.
