    Simple question(s) on shipping handguns...

Semi-Auto Handgun into state to FFL from private party - what is requirement? UPS/Fedex 2day or overnight?

Semi-Auto Handgun out of state from private party to FFL? UPS/Fedex 2day or overnight?

SA Handgun/C&R out of state from private party to FFL? UPS/Fedex 2day or overnight?

Sorry, but ran into a few of these recently and don't know where to find the answer. Asked two LGS and both gave confusing and conflicting results.

Is there any time that FFL to FFL (because of USPS) is cheaper for handguns?

Thanks for your time, I know you've answered these, but couldn't find a definiative answer.

Any time a private party ships a handgun (semi-auto, C&R, doesn't matter) it must be shipped by a common or contract carrier. They can't ship it through the USPS. The only three common/contract carriers that you can easily use for shipping firearms are UPS, FedEx Express, and FedEx Ground. FedEx Ground does not accept handgun shipments, so that leaves you with UPS and FedEx Express.

UPS and FedEx Express act as both common carriers and contract carriers. As an individual person shipping a package you will be using them as a common carrier. Both UPS and FedEx Express generally require that handgun shipments be shipped by individuals overnight.

A Licensed Dealer can ship a handgun through the USPS to another Licensed Dealer. UPS, as a contract carrier, is now starting to let some FFLs ship handguns via their "second day air" service to other FFLs or to pick up handguns from customers for repair. These options cost less in shipping charges, but you will also have to factor in any charges the sending FFL will add for his services. In the case of a gun being shipped into California you also have to factor in that since the gun is now being shipped by an FFL, the CFLC nonsense comes into play. Some out of state FFLs add a small charge to deal with the CFLC procedure.

See below for UPS & FedEx requirements. FedEx ground does not accept handguns. A handgun is a handgun with respect to UPS & FedEx.

Depending on what the FFL charges, it can be cheaper to have a FFL ship a handgun because it can be shipped USPS and the shipping is around half of what UPS and FedEx charge.

I've asked two LGS and have one more question. (and I tried to read and understand 12071/12072 and 12078(?).

          QUESTION:
Does NLIP for handguns need to be filled out for individual shipping to out of state FFL?
