What pistol, manufacturer, and model?
No, he cannot just hand you the pistol, you need to do a private party tranfer, and pay the DROS fee, wait 10 days, then pick up. The same process if you sell it.
ETA: you need to take the test and pay for a handgun safety card also."If Congress can do whatever in their discretion can be done by money, and will promote the General Welfare, the Government is no longer a limited one, possessing enumerated powers, but an indefinite one, subject to particular exceptions."

Ruger auto loaders are not the most popular, most love their revolvers, the 40 cal is hit or miss, some love the cal, other don't.
How much does this cat owe you?

I think so. You need to take into account your costs to get the pistol legally registered to you.

It is also possible to have a FFL sell it on consignment for you. It can be taken in as under the ownership of the FFL and then sold for you, but if it does not sell, you would have to do all the paperwork to get it back. This assumes that it is on the certified list. Ruger is fun with the certified list since the common name is not used.
If you have to get it transferred to you first, then add $35 to your cost.Kemasa.
