    Question for an out of state friend

    I'm sorry, I don't know the FFL laws, have done my best on other areas.... Wish I had more time to research this...

    Simple story:

    1. Arizona resident trying to sell CA DOJ listed handgun to CA resident.
    2. Finds CA FFL who will do transfer.
    3. Finds AZ FFL who will do transfer.
    4. AZ FFL is rejected by CA FFL as "not listed by DOJ as FFL"

    Why would an FFL be rejected - is there an official DOJ list?

    Here's text of AZ resident's question :

    "I have a hiccup in a pending sale. I did plan on shipping it through a dealer that has received many guns for me but he said he can't ship to CA because he is not on the CA DOJ's approved list for dealers shipping to CA???? What gives?? "

    your AZ FFL has to apply for his CFLC to ship a firearm to a CA FFL. Then he requests a firearms shipment verification for each gun or guns gets the approval and may ship the firearm to the CA FFL.

      Why is the Az rez using an FFL in AZ ? Why not send it direct to the CA FFL ?

        The seller could ship it himself to avoid the CFLC hassle. There is no legal requirement that the firearm be shipped by an FFL. There only needs to be an FFL on the receiving end. However, many FFLs choose to only accept firearms shipments from other FFLs. So choice #1 would be to have the shipping FFL register with the CFLC program. Choice #2 would be to find a California FFL local to the buyer who will accept a shipment directly from the seller so that the CFLC will not be needed.

          Sometimes a person will ship a handgun through a FFL since the FFL can ship USPS, which is much cheaper and the overall cost can be cheaper than shipping it the ways that UPS and FedEx require.

          The AZ seller could also come to CA and drop the firearm off at the CA FFL and then go to Disneyland :-).

          The CFLC is not really much of a hassle. It is pretty quick and free. It is annoying though, but that is a different story.

              I looked into this and I believe that the USPS will take a hand gun only from an 07 who is registered with them, and they will only send it to an 07.

                The USPS can take handgun shipments from both Licensed Dealers and Licensed Manufacturers, but the handgun has to be going to another Licensed Dealer or Licensed Manufacturer.
