For example, I know I can sell uppers and lowers with no special license, but do I need one if choose to assemble a complete rifle? And other dumb questions.

Assuming you have no FFL:
You don't need a special license to sell uppers. Selling lowers would require running them through a PPT process or otherwise shipping them to a dealer to DROS to the end customers. This is only "ok" if you are doing occasional sales and NOT doing this as a business. If you're doing this as a business you MUST have an FFL license of the 01 or 07 classification to sell the serialized lowers. Assembly of rifles from lowers/uppers you buy yourself to sell occasionally is also ok as long as you're not doing this as a business. I'm not sure how you could resell lowers at a profit without an FFL so I'm assuming you have one.
Assuming you have an FFL:
The only "special" license you would need is an 07 if you decided to assemble rifles for resale. There is a debate whether or not ITAR registration is required as well which I'm in the middle of figuring out for myself.
