    Looking for a hand from a nice FFL...

    Hello. For months I have been gathering parts to complete my AR build. Since I'm not 21 yet, one major challenge has been getting the lower DROS'ed. About a month ago I thought I solved that problem.

    I spoke to a very kind gentleman at a certain FFL, and he told me he would have no problem letting me come in for a few hours to build my lower with my own parts (was going to purchase a lower they had in house) and then assemble said lower with my complete upper. That way it could be DROS'ed as a complete rifle.

    Well I called yesterday to get the ball rolling, hoping I could come in the next day and tackle the final chapter to my build, only to find out the guy is backing out and suddenly isn't sure if that is "legit." When I asked him for details as to why, he kind of gave me the DOJ runaround, citing he didn't want to "draw attention." What ever, that's fine, it is his gun shop. Just would have been nice if I hadn't heard otherwise a month earlier.

    So I have two questions. Is there any reason why this would be shady?

    And also, are there any nice FFL's out there who would let me assemble my lower in house for a few hours, and then DROS me a complete rifle? I would of course buy what ever lower you have in stock, and I would even be willing to pay you for every hour I was in your shop.

    I'm really running out of options here, would really appreciate some help. Thanks.

    A Type 01-FFL dealer can not do this, because it's considered manufacturing.
    FFL logs in a stripped reciever in his/her bound book and logs out a rifle, this equates to manufacturing by the BATFE.

    You will be hard pressed to find a FFL dealer willing to lose his/her license, in order to do what you want.
    I know of one FFL dealer that did what you want to do. Last year they were audited by the BATFE and their license was not renewed. Different owner/operator had to apply for a new license and the new owner/operator no longer allows what you want.

    You will need to find a Type 07-FFL (manufacturer), to facilitate what you want to do or your grandparent/parent can intra-familial gift you a stripped reciever, so ask for one for your birthday/Chirstmas/whatever.

      In addition to a family transfer, you could find a friend who is over 21 and willing to buy the lower for you and allow you to put it together and then transfer it to you. They would have to be present when you helped them put it together.

      A gift from a parent or grandparent is the best option as was stated.

        Thats the weird part. The FFL I spoke to was an 07 FFL. So in that case, are there any nice 07 FFL's that would give me a hand?

          I hope your not taking it personal when every gun store is going to ultimately tell you NO.

          Your asking for a near impossible request from them. I hope you understand that. They would be risking their business, the jobs of their employees, their income, their retirement, their license, etc.

          I really think your better off trying another option then asking a favor from a FFL.

          I applaud you for your dedication in trying to do this and find it quite enjoyable to see the lengths you are going trying to get this done. Maybe your time would be better spent chasing girls, or getting a job promotion, volunteering, etc.

          You seem like a nice kid. We should meet up at a range and I'll let you shot my AR15s.

            That would REALLY drive me over the edge! Haha! That would be like letting a Holocaust victim smell your chicken pot pie, then wrapping it up and taking it home.

            I appreciate the offer, and your words mean much to me. I totally understand about how it is risky for the FFL, and have learned not to take most things personal when it comes to guns. I've been exploring some other options, and I'm quite certain I'll have what I'm looking for within two weeks.

            Then I can take you up on your range offer, except you wont need to let me borrow anything!

              Not sure where you're at, but come on out to our shop. We might not let you assemble it yourself, but we'd have no problems doing it for you for a very small fee and having you walk out with a complete rifle after your 10 days.

                That is very kind of you. Since I live in SD, it would be costly and time consuming for me to drive up their twice. I do appreciate the offer though!

                (Maybe a Grey Hound ticket is in order!! LOL!)

                  Do you have a Marine friend down there in SD? Every Marine knows how to assemble, disassemble, and rebuild these in their sleep. They are all around you down there and a Marine will make sure you do it right and do it by the numbers. But then you return the favor and register that rifle the moment it is together and keep him out of trouble.

                    The OP would have to find a person 21 years or older and then have that person purchase a stripped AR receiver. The OP would then supply that person with all the parts to make the AR reciever into a rifle. After it is made into a rifle, that person and the OP would have to PPT it (DROS/10 day wait) in order to transfer ownership.
