Non-stripped lower Out of State transfer

I have a friend who is trying transfer a complete lower that is registered in AZ to CA. The lower is made by POF. Does he have to configure it with a BB and 10 rnd mag to send it to an FFL? Can he just remove the pistol grip? Does the transfer need to be done from his FFL to an FFL here in Cali or can he just send it straight to a Cali FFL? I know I should know all this by now but, better safe than sorry.

a complete lower, even with a standard magazine release, is not an AW, so it could be shipped ito CA as is. But to make the receiving FFL happier, he may want it to come in with a BB installed , a BB + 10round mag, without a pistol grip, or completely stripped. You need to ask your FFL to see what he will accept.

legally, it can be shiped directly from the owner to a CA FF. However, again, it depends on your FFL to as how he'll accept a firearms shipment. Some will accept shipments from non-licensees and others will only accept shipments from other FFLs.
