    TRANSACTION FLOWCHART?

    CGN is so good at producing informative Flowcharts for folks with questions / concerns about firearms, would it be too much of a stretch to do a Flowchart for common FFL issues such as PPT, Off Roster exemptions, Taxable sales, Allowable charges, etc.? Perhaps this would help both FFL's and gun purchasers. Just a thought since I see so many issues coming up repeatedly (taxes, PPTs, DROS charges / Transfer charges, etc.).

    I think some of the issues with items such as taxes, proof of residency, etc.. is that some dealers read the requirements/laws differently. So having a flowchart, IMO, wouldn't be too helpful if they don't agree with it.

    For example, the flow chart could show every list of acceptable documentation for POR that the DOJ lists, but the FFL could still say "no I don't accept that", for whatever reasons they decide.

    Same applies to taxable sales. Some smaller guys don't collect tax now and probably don't want to start since it gives them a small edge for their customers, albeit at a liability cost. Some may not collect because they just don't want to change how they do things. Again, it comes down to the FFL/business making that decision.

    So, while I think the flow chart is a good idea, I think it would make little impact on the folks you'd want following it.

      I think it would be hard to do, since things like the sales tax get difficult to follow, but it would help those who want to follow the law. I keep a copy of the BOE info regarding sales tax because I have had customers say that sales tax should not be collected on out of state purchases.

      Having a flowchart would also help to educate buyers.

      I do agree that there would be an issue if some people don't agree with it, based on valid reasons, but hopefully that should not occur too often.

        Yea...I totally understand the nuances and the issues over varying levels of codification on things such as tax collection, adding guns to a form, etc. Perhaps a couple of basic, simplified charts on those issues that keep popping up?

        1. Non Roster gun exemptions
        2. Out of state PP sales vs in-state PPT/FTF sales
        3. Basic buying procedure inc. docs (DROS w/print, 4473), ID (primary and secondary when needed) and pickup day requirements (lock, receipt, safe affidavit when applicable, etc.).
        4. When dealer / DROS is needed, i.e., sending to factory for work, sending to private person for work, sending to FFL for work, etc.

        Just a thought and a little wishful thinking.
