    Model 29s that were manufactured more than 50 years ago are exempt from The Roster because of their "Curio & Relic" status. However, I think the 29-4 came out in the 1980s, so no go.

    There is another trick to getting around The Roster by removing certain parts from a double action revolver to turn it into a Roster-exempt single action revolver. You can research more about that here on Calguns. Not all FFLs will go for this though.

    If somebody moves to California and gets a California DL or ID from the CA DMV they can bring any off-Roster handguns that they own with them into California. Once they bring the handguns in they have 60 days to either register them with CalDOJ or transfer them to somebody else (via PPT or family transfer for example).

      If this is legal, why would any FFL's not go for it?

        Because it is harder to deal with as how do you prove that the firearm was converted? What is acceptable documentation? Otherwise, it could be claimed that you illegally transferred a firearm.
