    FFL03 Question

    Ok, so I'm going to work on getting the license. A few questions, do I have to get it from the ATF website http://www.atf.gov/forms/dcof/ or can I print some PDF and mail it in?

    When I get the license, I assume I will have to put my home address. What if I move? Can I have items mailed to another address that is not my home?

    What is the deal with this CoE that many people also have with the FFL03, what are the benefits and how do I get it?

    Call this number: 703-455-7801, If I am not mistaken, thats the old number, but it will give you the new one is a recorded message. They work from 8-3 EST, or something along the lines of that, you get your packet in about 2 weeks.

      An original license application from BATFE is the only valid application. Downloaded applications are no longer valid.

      Yes generally your home address is the address for your license.

      If you move you send in a change of address form before you move.

      You can only have firearms delivered to the address on your license.

      A COE is a California "license" which exempts you from the wait for C&R firearms, and also exempts you from the one every 30 day rule if I'm not mistaken.

      Get a COE application from Cal DOJ. It requires you to be fingerprinted and the cost is $50.00 per year I believe.

        Ok, so if I am willing to wait 10 days and have no problem with the 30 day rule, I can buy a C&R rifle without any issues right?

          Here is my condensed guide on how to get a C&R FFL


          Go to http://www.atf.gov/dcof/index.htm and request F 7CR (5310.16) - Application for License (Collector of Curios and Relics) Under 18 U.S.C. Chapter 44, Firearms. . On-line copies of the application you may find are out-of-date, obsolete, and not acceptable by BATF.

          They will mail it to you, fill it out per the instructions, send one copy back to BATF +$30, send second copy to CLEO that you refered to on the form, wait ~2 months, receive approved C&R FFL in mail.



          YOu can purchase C&R firearms (no AW's or NFA stuff) while out of state, cash-and-carry, and bring back with you with no in-state dealer needed. C&R handguns that are brought in require you to submit a C&R handgun report within five days. http://ag.ca.gov/firearms/forms/pdf/curioapp.pdf

          C&R long guns over 50 years old can be purchased in-state from any non-dealer or can be shipped into the state via a mail/phone/web order. Any C&R handguns purchased in-state must go through a CA FFL. If you also get the COE, then you can DROS C&R firearms and take them home immediately, no 10-day wait.





          To get the COE, Certificate of Eligibility, download the app at http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf. Just follow the directions on how to fill it out. Included in the directions is a URL to a list of Live Scan locations where you'll have your fingerprints electronically scanned and sent to CADOJ and the FBI.

          The COE is more expensive, around $100 in fees for the first year, but the renewal is something like $20 bucks per year. It has a very limited use in CA, but when used in conjuction with the C&R exempts you from the 10-day wait on C&R purchases from a dealer (still must DROS it), and exempts you from the 1-in-30 handgun regulations for ALL handguns, modern and C&R.


          Your CLEO is your local police chief and/or county Sheriff.

            ok, so if I have a FFL03 only and no COE and I buy a rifle online, do I have to pay DROS and wait 10 days before it is shipped to me?

              If you buy a 50+ year old C&R long gun, it can be shipped directly to you, if you ahve an 03FFL.

                    I don't think so. CA law requires all long gun transactions happen through an CA dealer, with limited exemptions. One exemption is for 50+ year-old long guns. CA law does not require a private party sale go through a CA FFL.

                    My original answer was refering to an on-line sale, which may be an intrastate or interstate sale. Depending on where the seller is, it may require the buyer to have an 03FFL, but when probably 90+% of the sellers on-line are not in CA, I assumed that when he meant on-line, he meant an out-of-state seller.

                      I believe that if the person has a C&R FFL AND the COE, then long guns can be shipped directly. I do not have time right now to confirm that. C&R handguns need to be shipped to a FFL.

                          INTRASTATE: Can ship a CAL-LEGAL C&R LONG GUN between any two non-prohibited persons without a permit/license. HANDGUNS MUST go through an FFL01.

                          INTERSTATE: You need an FFL 03.
