Customer doesn't have POR, now what?

I asked a customer (LEO) to provide proof of residency (utility bill). The customer said all the bills are in his wife's name, now what?

Yeah , really, but I went off half cocked, his vehicle registration qualifies.

His California Peace Officer ID should suffice for POR.

Just remember that the exemption is only for state POR for handguns. If his DL does not match the 4473 address, he still must comply with federal rules. Period.
