    FFL03 plus COE Gets You?

    Though I am sure this has been covered before I could not find a thread based on using SEARCH not could I find one browsing through the pages, so pardon me on that. I am trying to figure out what the COE benefits are.

    Given a person has an FFL 03 (C&R) and a California COE, these allow:
    • Persons with curio and relic collector's licenses issued by the ATF and who have a valid Certificate of Eligibility issued by the DOJ are exempt from the waiting period only when purchasing curio and relic firearms.
    • If you possess a valid federal Curio Relics Collector's license and a valid California Certificate of Eligibility, you are exempt from the one-handgun-per-30-day restriction.
    • If you have a Certificate of Eligibility (COE) you are supposed to be exempt from needing a background check.


    Is there anything else a COE buys you?

    Would it allow you to get a 15 round magazine for an M1 carbine?

    Well. . . it will give the ATF access to YOUR gun safe. (they are entitled to inspect your C&R stuff at least)

    Otherwise, nope nadda, not a thing you are a regular "civi" like the rest of us. (at least where it counts (hi caps, AW, etc.)

    Rumor has it that when AB 962 hit next year the law will provide for 03's with all the right permits etc. to receive pistol ammo via mail. However, most people I have spoken with say retailers in other states will ignore this provision entirely.

    So.. . you may be back down to zip nadda I'm afraid.

      Yes to list items one and two (I have done both: multiple C&R handguns (no 10 day wait) and multiple non-C&R handguns (10 day wait) in single transactions). Of course you need to have an FFL who actually knows the law on the C&R/COE combo otherwise it does no good whatsoever...

      No idea on list item three

      No on the 15 round mags.

        You still have to submit the DROS for handguns, but you can have C&R long guns shipped directly to you. The DROS does a check as part of it.

        Knowing that you are exempt from the one gun per month helps as you can then inform the FFL, if they listen :-).
