I've seen a few ads for Shops that claim to be OLL friendly. My question is why isn't every gun shop OLL friendly? If your selling a gun that is Ca. legal, why wouldn't all shops do this? Is there extra paper work? Liability? Or do some shops just not want to deal with OLL's.

There is a fear of increased scrutiny that comes with selling OLL's. The fact that you have firearms in your possession that could be changed into assault weapons very easily makes store owners nervous. Especially if you have employees as they might not grasp why you can't put the pistol grip back on an AK. -
Because the FFL is not sure of all the details, does not want to investigate, does not want to take a chance because often the answers vary depending on who you ask (which means that you really should get it in writing), etc.
How do you confirm that a gun is CA legal? There are bans by name and bans by feature and many laws. You can not ask the CA DOJ or anyone else for a piece of paper which states that it is CA legal, so you are really on your own.
That means that they just don't want to have to deal with it as it is much easier, but it is also not the right thing to do.Kemasa.
