Transferring to 03FFL?

I just want to see if it is legit to sell a rifle to an 03FFL without doing a PPT

Can we do cash and carry where I just get a copy of his DL? (rifle is not a C&R)

If the rifle is not a C&R, then the C&R FFL does not apply and it has to be done as a PPT.
