Question about new laws taking effect

So one of the new requirements for this year is that I record all kinds of information about a purchaser of handgun ammunition. One of the exemptions is for a "gunsmith". I haven't been able to find a state level definition of a gunsmith. Can I make a form stateing that they (my customer) are a gunsmith and just have each customer sign said form instead of providing me with a thumbprint and all their personal info. Just wondering.

mike, the recordkeeping requirements do not go into effect until 2/1/11.

However, the sequesterization of handgun ammo started yesterday.
