If somebody were to begin purchasing guns from out of state (but within the U.S.) via catalog or mail-order and have them legally shipped to them here (though a middleman if necessary to make them CA-compliant), and then re-sell those guns via PPT through an existing 01 FFL, would that make them a "dealer" in the eyes of the law, and would they need to hold some type of FFL (if so, which type)? Would volume or frequency matter? Thanks!
