    At what point does one need an FFL?

    If somebody were to begin purchasing guns from out of state (but within the U.S.) via catalog or mail-order and have them legally shipped to them here (though a middleman if necessary to make them CA-compliant), and then re-sell those guns via PPT through an existing 01 FFL, would that make them a "dealer" in the eyes of the law, and would they need to hold some type of FFL (if so, which type)? Would volume or frequency matter? Thanks!

    If you buy guns for the purpose of re-selling them, i.e. make a business out of it, you need an 01 FFL.
