Handgun registration

Lets just say i know a guy who bought some hand guns eight plus years ago. They were not registered to him when he bought them from friends. Can he take them to a ffl and get them registered to him now? What if he decides to sell them can they be registered to someone else? Thanks

Technically, he is a dirty criminal.

However, the DOJ has stated on the phone to me that he can self-register them. http://ag.ca.gov/firearms/forms/pdf/volreg.pdf

I think in the end they would rather have some record of them than start prosecuting people for not doing things properly and then having no one ever report their guns.
