Lets just say i know a guy who bought some hand guns eight plus years ago. They were not registered to him when he bought them from friends. Can he take them to a ffl and get them registered to him now? What if he decides to sell them can they be registered to someone else? Thanks

Technically, he is a dirty criminal.
However, the DOJ has stated on the phone to me that he can self-register them. http://ag.ca.gov/firearms/forms/pdf/volreg.pdf
I think in the end they would rather have some record of them than start prosecuting people for not doing things properly and then having no one ever report their guns.www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms.
