Ship to self out of state

Can this be done without FFL's?

A friend used to live in CA and moved to Rhode Island. A number of years ago his father passed away leaving him some rifles and handguns. When he comes to visit his mother in CA, is it legal for him to ship the guns to himself in Rhode Island? Or does this need to go through a FFL in CA and/or Rhode Island?

That depends on if he was named in a will, and possibly Rhode Island law. California doesn't matter.
Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

RI doesn’t keep record of firearm ownership. And CA won’t care. Not sure if RI has ppt process that goes through ffl like CA though.

What's legal and what's achievable may be two different things.

Its legal to ship guns to yourself. However:
        • You can't ship handguns via USPS, only a FFL can.
        • Federal Express requires you to have a FFL before they will ship a gun. You can try not telling them but if there is an issue they may not honor the insurance.
        • I don't currently use UPS but I have heard they have a similar policy as FedEx. Maybe others can chime in.
        • Handguns must ship 2-day.

There are third parties out there that maybe can help you. PirateShip may be one of those.
