Is it going to be okay to DROS A Franklin Armory CA7 and a semiauto rifle (CA compliant) at same time?

If the rifle is a centerfire, no.

Not unless you have 03+COE or some other exemption. Or if one or both is PPT or consignment.

Otherwise it is one handgun (any type) or one semi-auto centerfire rifle every 30 days.
