An 07-FFL is exempt needing to utilize a CA DOJ licensed ammunition vendor or CA FFL dealer to legally import ammunition to CA. [PC 30314(b)(3)]

An 07-FFL that is not a CA DOJ licensed ammunition vendor or CA FFL dealer, must utilize a CA DOJ licensed ammunition vendor or CA FFL dealer to legally transfer ammunition to another person. [PC 30312(a),(b)]
^In addition, because the 07-FFL is not a CA DOJ licensed ammunition vendor or CA FFL dealer, they are legally limited to transferring 500 rounds per 30 days. [PC 30342(a)]

An 07-FFL that is a CA DOJ license ammunition vendor or CA FFL dealer, must comply with all CA laws/regulations regarding the transfer of ammunition in CA. [PC 30345-30425]
^Submit ammo DROS/eligibility check to CA DOJ.

            Summary:

            2. Only being a 07-FFL requires the use of an ammo vendor or CA FFL dealer to legally transfer ammo to another person and that 07-FFL is legally limited to transferring/selling a max of 500 rounds per 30 days.
            3. A 07-FFL must also be an ammo vendor or CA FFL dealer to legally transfer/sell ammo to another person in CA and to legally transfer/sell more than 500 rounds per 30 days in CA. All transfers/sales must be done in compliance with all CA ammo laws.
