Ca. "Safe Handgun" List

This whole List thing is so confusing!
I would like to buy a 20-30 year old S&W semi-auto pistol that is being sold by a broker out of state. Specifically, an S&W 3913 "Ladysmith" which to me is a collector gun.
This gun was deemed "Safe" and on the list for years. Now it is no longer on the list. My guess being that S&W refuses to pay the extortion money to Ca. DOJ for constant testing of a 25 year old pistol that was already been deemed safe.
Am I correct in thinking that "The List" really has nothing to do whether a gun is safe, it only has to do with money for the DOJ and eliminating as many out of state guns from coming into Ca. as possible?
