I can't answer your specific question, but I can tell you that the "parent" doesn't have to deliver the firearm to a FFL in person. They can mail the firearm to any CA FFL that is willing to do the transfer. When I've done these I require the "giver" to include a copy of their ID and a letter stating that the firearm is a gift and that the receiver of the gift is a child of the giver (or the other way around depending on who's giving and who's receiving). Some FFLs require these letters to be notarized, others don't. And not all FFLs will do these. You might want to consider finding a FFL near you who is willing to do it this way.
