    Open or closed ffl question

    I was in the Sportsmans Warehouse store a while back buying some ammunition. I got to talking to one of the clerks and I asked him about the rumor that they no longer did PPT?s on off roster firearms. He said it was true and the reason being is that they were a closed FFL and were prohibited from doing PPT?s on off roster firearms. Can anyone tell me if this is true and if so, explain the difference between open and closed ffls.

    "closed ffl" - sounds like a made up term to me to cover for their illegal refusal to conduct lawful private party transfers

      I have no idea what "Closed FFL" means.

      I do know that a FFL doesn't have to do PPTs for handguns if they don't sell handguns. Could the same be true about off roster handguns?

        Problem with PPT transactions if that the state may say they have to do them but there is no enforcement unit for not doing them. So many gun shops complain about the PPT transactions.

        Earlier threads stated that Sportsman Warehouse determined since they do not sell off roster handguns that they don't have to do off roster ppt transactions.

          But they do sell off roster handguns, plenty of off roster single action revolvers for sale in most CA Sportsmans

            They?re not off roster. They are exempt from the roster which means anyone can buy and DROS them. (Single action revolvers) It’s really not the same as on roster because there’s no requirement to roster them.

              They *are* off roster because they are exempt from the roster. Guns are either on the roster, or off the roster. On roster, Off roster.

              You know what else is exempt from the roster? Private party transfers.

              So I don't see why they get to pick and choose which roster exemptions they will process. To say nothing of the fact that I have bought rostered semi auto handguns from Sportsmans that later fell off the roster. Where is the sense in them refusing to transfer one of those?

              There is no cover for Sportsmans on this issue. They are required by law to process them. They are ignoring the law.

                Perhaps but no one will do anything about it. What needs to happen is the state needs to allow FFL's to at least make something for doing them instead of losing money.

                I would also venture to guess that DOJ knows that if this went to court, they would lose a case forcing private business to perform a service that makes them lose money.

                  I called the Rancho Cordova Sportsmans warehouse this week and was told they no longer do PPTs on off roster guns. They'd did them last year.
