Is the buyer required to pay tax on a gun that he is buying on consignment? is there a fixed fee for consigment purchases like the $35 ppt fixed fee? please advise. thanks

If the dealer is involved with finding a buyer and/or involved with the price that it is sold for, then it is a taxable purchase.
