03FFL + COE transfer C&R handgun from private party to licensee

If someone with an 03 FFL and a COE wants to buy a C&R handgun from a private party they must go through an 01 FFL.

Does the non-licensed private party seller have to be present at the 01 FFL? Is this just a normal private party transfer with the exception the licensee can go home with the gun instead of waiting 10 days?

It seems like the transfer should be from the private party to the 03 + COE holder and logged as such; and I'm not sure what part the 01 FFL is supposed to play in this transfer.

yes, normal PPT just the 10day way is exempt. They DROS it like any other gun. You don't have to do the $19 form on CFARS since it was DROSED. You log it in your A&D book with the 01FFL as who you got it from.

Not at the same time. They do need to fill out a DROS Worksheet when they drop off the firearm at the FFL, but it doesn't have to be done at the same time as the transfer.
