    Proof of residency/competency question

    I went to a PPT at a LGS I gave them my driver's license and my CCW as I usually do. They asked me for my FSC and I asked why I need it being I have the CCW? They told me that I can only use the CCW as the proof of competency or as a residency verification but I cannot use it as both. I asked them if this is a new law because I have never had this issue at other FFLs and the person at the counter said, "I don't know but that's the way we do things." Since I have my PO box on my driver's license they are requiring me to bring in to additional proofs of residency.

    It has been a couple years since I have purchased a firearm. Has something changed? I believe I have had to bring in a proof of residency in addition to the CCW in the past because of the PO box on my ID but I cannot remember for sure. They also have requirements I do not see on the doj's website such as requiring some of the documents to be notarized.

    I guess my questions are one, is it legal to use my CCW both for proof of competency and residency? Two, I assume it is correct that I need to bring a second proof of residency in addition to the CCW even if I were allowed to use it? Finally, assuming it would be legal for me to use my CCW for both purposes, are they allowed to create additional requirements?

    Your CCW is good for both.

    The LGS can make up any requirements the want.

      CCW can be used for both. But you might need a proof of address as you have a PO Box listed

      As always, depends on the FFL. Some have silly rules.

        I have seen KW Defense in Stockton require this; I am I my local gun store 2-3 times a week nothing has changed. Either someone is being overprotective and over thinking when doing the forms or the store was feed BS by a DOJ auditor. I have heard that some of the DOJ auditors that come in like to make up their own rules.

          KW is the FFL I am talking about. They are nice enough there and have a pretty good selection compared to other places in town but I will probably never do business with them again. I try to avoid firearms businesses that make gun owners jump through additional hoops or estate that already makes us jump through so many.

            Proof of residency/competency question

            One of the FSC exemptions in the DROS drop-down is CCW. Another is DOJ instructor. There are several others. CCW should be accepted at proof of residency since we don?t offer a non-resident permit.

              Yes but the issue is they would only let me use it as a source of residency or FSC exemption but not both which I had never run into before. I just wanted to know if the rules had changed or if it was KW making extra requirements.

                FSC is not required for a CCW holder
                Your CCW acts as proof of residency for the State and additionally is sufficient proof of residency for ATF since it?s a government issued document which is required when a PO Box is on your ID or your correct address isn?t on your current pictured ID.
                In other states, a passport can be used to establish identity too but must also be accompanied with a government issued document. This doesn?t work for CA though since the DES only allows CADL, CAID or Molitary ID w/station orders.

                  But being that the address does not match on my driver's license, I still need one second form of proof of residency in addition to my CCW normally correct? I don't remember doing this in the past but it has been couple years since I have purchased a handgun. I seem to remember just walking in with my driver's license and CCW last time but I could be wrong.

                    It has been almost four years since I bought or sold a firearm in California. The only documents required then were my CADL and CCW. I keep abreast of CA firearms law and I am pretty sure nothing has changed regarding the documentation required from buyers or sellers.
                    I really do not like it when FFL dealers, through ignorance or other reasons, place additional requirements on firearms transactions.

                      Same here. I will not be giving KW Defense any more of my business. There are plenty of other options out there.

                        The CCW with correct address covers ATF as a government issued document and the State of California for handgun residency requirements. It also covers the exemption for the FSC.

                        All you need is a CADL and CCW issued by CA
