    DROS Process for C&R + Roster Handguns for FFL03/COE holders - some questions...

    Hi all,

    Just want to clarify the process for entering a C&R handgun and CA roster handgun on the same transaction for an exempt FFL03/COE holder. From source: https://d3n8a8pro7vhmx.cloudfront.ne...pdf?1528932424



    "An individual licensed as a collector with a valid COE may purchase more than one handgun in a 30-day period. This includes Curio and Relic type firearms and firearms identified on the roster of handguns certified for sale in the state of California. Please use the following instructions when processing this type of transaction:

    The Curio/Relic Handgun Sale should be selected as the transaction type, in the DROS Entry System (DES), for all handgun types. (i.e a Curio and Relic firearm or firearms identified on the roster of handguns certified for sale)"
    So basically, the C&R handgun is entered first and then you click on additional handgun, even though the additional handgun is modern (on CA roster) it is ALSO entered as a C&R. This provides the 1 in 30 exemption.

    How does this affect the 10-day waiting period exemption? The C&R handgun should be able to go right after DROS submission, what about the CA roster handgun that was entered as a C&R?

    When I have done this, the roster handgun stays in jail for the 10 days.

      I'm not an FFL but from previous posts, the above letter on how to get around the DROS system is no longer needed, they fixed the DES system so there is now the proper dropdowns to select when doing a C&R sale with COE. You no longer have to select "Curio/relic handgun sale" for non &R guns. You just need to select the proper "30 day exemption" where you put in the COE # for both the roster and C&R gun.

        Hmm, not sure about that. The last few multiple-handgun purchases I did - one was at Sportsman's Warehouse and the other at my private FFL, they had to DROS on roster handguns as C&R sales, this provided the 1-in-30 day exemption.

          Just remember you can't use the C&R COE safe handling exemption for modern guns.

            Its been a while since I've done one but this is what I recall. Its critical that the FFL select the "Collector" 1 in 30 exemption or it won't work.

            Yes, C&R+COE are 1 in 30 exempt, but not 10 day exempt for non C&R purchases.
