Mail - In Transfer Question, Concerning the Roster

Over the weekend I had several folks want to use my FFL services to transfer firearms they won on Gunbroker auctions - the seller is out of state and the firearm would be shipped to me. One seller was a private individual selling a used firearm, the other two were retailers selling new firearms. None of the firearms were on the roster, however both the buyers and sellers were convinced that it didn't matter and that the roster did not apply to the transaction.

Am I correct in my assumption that Mail-In transfers are NOT PPT's, and therefore still subject to the roster?

The transfers you are describing are NOT PPTs! The buyers are wrong unless the firearms are exempt from the roster. Just let them know that you are not interested in receiving the firearms in question because you don't want the hassle of having to store them while the buyers try to find out of state buyers for the guns that can't be transferred to them.

For it to be an exempt PPT two CA residents must meet in your store.
This will happen year round where people feel they know more then you,

Lets make this a little easier for you. Regardless of where the firearm comes from or how or who, all handguns must be on the roster in general to deliver in CA.

One exception is an out of state inter family transfer. The other is C&R Thats generally it though.

Add single action revolvers and Olympic Exempt to the OK to accept list.

I knew I was right in my assumption but just wanted to make sure I wasn't missing something.

One of the firearms is a C&R handgun, but the others are modern non-roster handguns. So the C&R I know is good to go, but the others are not.

All the parties except you are clueless. Off roster cannot be shipped in for transfewr unless they are interstate intrafamilial.

I have never had a real problem, but sellers (dealers) that don’t understand Ca. Laws are most likely not part of the CFLC system and getting an AI number can sometimes be a chore. Always best to call ahead first to see.
