    Repacking bulk ammunition for retail.

Can an FFL purchase wholesale bulk ammunition and repackage into smaller quantities for resale?

It would depend on any sales agreements they have with the distributor or manufacturer. Some ammo manufacturers are more picky than others about stuff like this.

I worked in retail quite a bit in my earlier years and popular manufacturers exert a lot of leverage over retailers, often, it's borderline extortion and borderline illegal but they get away with it because if they yank your product availability, as a retailer it can really harm your business or put you out of business. They get away with a lot of crap. The stuff Sony used to pull with us was heinous.

Yes you can. There are some cautions. The packaging should contain the original manufactures information unless you are an 07 or 06. There could also be some FET issues.

Among the standard manufactured ammunition, I also sell commercially "re-manufactured" ammunition which has no "lot number", no manufacturing information, just the standard lead warnings and the caution to use the ammo in firearms in good condition.
Not sure why all the previously mentioned are of concern? I have yet to meet a distributor (and I have 8) who could care less if ammo was is sold in various quantities.
If there are such concerns perhaps the giving or loaning of ammunition to friends, etc. is of equal concern...

I would have some concern giving or loaning ammunition if there were to be an accident. But when we were consulting with a company to provide branded ammo for the store the lawyers all recommended and insisted each of our packages contain the original manufacturers information on the packaging so basically small text at the bottom of the label that said something to the effect of "ammunition produced and packaged by XYZ ammo company." We were an 07
