Never heard of any such practice, or any legal requirement to provide the requested information.

Maybe you could give them a call and ask them why?

Maybe they think a 03 ffl is a dealer license of some sort.

My local Sheriff's office called me after I sent the copy of my application to them the same time as I sent it to the ATF. The woman from the Sheriff's office who called said the same thing, that I should send a copy of the license once I received it.

I asked her if I was required by law to provide this since it is a collector's license and not an FFL01/07 and she didn't know. I told her unless there was some PC she could quote me that requires it, I wasn't going to send a copy. I did not send a copy of my FFL03 since I am not required to by law.

It's not my job as an FFL03 holder to educate my local CLEO as to how this all works. Nobody has bugged me since then about it.

The application for an FFL has an instruction
          4. Chief Law Enforcement Officer (CLEO) -Applicants must submit a copy of the completed application to the Chief Law Enforcement Officer (CLEO) of the locality in which the premises sought to be licensed is located (see definition #1). Part A, item #20d requires certification that a completed copy of the application has been sent.
But that's a 'courtesy copy'; CLEO does not have any power to interfere (short of arrest for a crime).

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

OP, you are supposed to send "courtesy copy" to CLEO in your locality AFTER you receive your FFL03 license.

No, the only requirement is to send a copy of your application. That is the "courtesy copy".

SVT is correct. CLEO gets a copy of the 03 application as part of the process. No follow up needed.

                  IMO...

When you mail off the CLEO copy of your C&R 03-FFL application, include a cover letter.

See below quote for a sample template of a cover letter to be included with the CLEO copy.

                  Dear Chief/Sheriff:

I am applying to the BATF for a Curios and Relics Federal Firearms License (C&R FFL).

As per Section 923(d)(1), Title 18, U.S.C., enclosed please find a signed copy of ATF F 5300.36 notifying you of my intent to do so.

Further please note that a C&R FFL is not a regular dealer FFL, and will not allow me to operate as a dealer. It is simply for private collecting of certain firearms defined as curios or relics by the BATF.

Form F 5300.36 requires no action on your part.

                  Sincerely,

                  <your typed name,

Thanks for the template. I was thinking of doing this as well, I mentioned the requirement to a PD friend and he was surprised it was a requirement for applying. So I would imagine many Cleo are unaware of this and the cover letter is a great idea.
