Never heard of any such practice, or any legal requirement to provide the requested information.
Maybe you could give them a call and ask them why?
Maybe they think a 03 ffl is a dealer license of some sort.Poke'm with a stick!

My local Sheriff's office called me after I sent the copy of my application to them the same time as I sent it to the ATF. The woman from the Sheriff's office who called said the same thing, that I should send a copy of the license once I received it.
I asked her if I was required by law to provide this since it is a collector's license and not an FFL01/07 and she didn't know. I told her unless there was some PC she could quote me that requires it, I wasn't going to send a copy. I did not send a copy of my FFL03 since I am not required to by law.

When you mail off the CLEO copy of your C&R 03-FFL application, include a cover letter.
See below quote for a sample template of a cover letter to be included with the CLEO copy.
The copy sent to the CLEO is informing them you're applying for a FFL. They don't approve or deny anything. I just drove over to the station and handed it to a person at the front desk informing them it was a copy of the FFL03 application for the chief of police along with a cover letter.
Sample Cover:
SAMPLE LETTER TO ACCOMPANY NOTIFICATION FORM 5300.36
<your name,
address...>
Chief/Sheriff <name>
[address...]
<date>
Dear Chief/Sheriff:
I am applying to the BATF for a Curios and Relics Federal Firearms License (C&R FFL).
As per Section 923(d)(1), Title 18, U.S.C., enclosed please find a signed copy of ATF F 5300.36 notifying you of my intent to do so.
Further please note that a C&R FFL is not a regular dealer FFL, and will not allow me to operate as a dealer. It is simply for private collecting of certain firearms defined as curios or relics by the BATF.
Form F 5300.36 requires no action on your part.

Thanks for the template. I was thinking of doing this as well, I mentioned the requirement to a PD friend and he was surprised it was a requirement for applying. So I would imagine many Cleo are unaware of this and the cover letter is a great idea.Comment
