    First FFL03 purchase attempt

    I found a Remington 600 magnum for sale on GB that I wanted to bid on. The seller specified (as so many do) No shipping to Ca..
    I contacted the seller, and explained that the 600 Rem. Mag. was last manufactured in 1968 and qualified as a C&R rifle and thus would be legal to ship to Calif.. The seller is a dealer in Wi.
    He emailed me back in a pleasant message that he was sorry. He would like to sell me the gun and knew that the gun was a C&R. The problem wasn't with me, it was the state of Ca.. He said he has talked to others that said he is required to purchase a "Special Permit" from the state of Ca. in order to ship the gun. He doesn't have that permit and, understandably, doesn't intend to purchase one for a single Ca. sale. He seems sincere and I didn't get the impression that he didn't want to sell it to me. I think he believes the advice about the "Special Permit".
    I suspect he is referring to the C.O.E. "Special Permit" that I am required to have (and do have).
    Or, Is there actually a "Special Permit" that Ca. requires on out of state
    firearms purchases? Ca. never misses an opportunity to tax everything!
    I sent an email asking, politely, if he could provide the Ca. title or regulation for the "Special Permit". I also explained the Ca. C.O.E. I'm waiting for a response.

    There is. CFLC Program. He has to get a shipment approval number from DOJ before shipping. I dont know if it costs anything.

I am not a Federal Firearms Licensee (FFL) but I want to ship a firearm from another state to an FFL in California. Do I need to obtain a Firearm Verification Number before shipping a firearm to California? I am an FFL in California. How does the CFLC program affect me? Are any California FFLs exempt from the CFLC verification approval requirement? I am an FFL located outside of California.

      I should have read question 1. There is no cost, but the whole process seems like a pain.

        Many out of state "sellers" refuse to sell or ship to CA. Some just hate this states gun laws (as we all do) and others don't understand or won't take the time to obtain the Shipment Approval letter.
        Some, I have been able to walk through the process which had favorable results.
        Perhaps if you call him back, explain the process (along with the URL for the letter) and tell him there is no cost, he might change his mind.

          I don't think the CFLC program applies when shipping to an 03. In fact, an 03 won't have a CFD number so it can't apply.

            Gunbroker also has a short page about it. Maybe your seller would trust them.

              CFLC applies to out-of-state FFL dealers shipping to a CA FFL dealer.

              The seller is a WI FFL dealer and needs to ship the C&R firearm to a CA FFL dealer, so the CFLC requirement applies.

              Starting 01-01-2015, CA laws requires firearms acquired out-of-state by a CA resident to be shipped to a CA FFL dealer, in order for the firearm to be legally imported into CA. [PC 27585(a)]
              Failure to utilize a CA FFL dealer equates to a misdemeanor per long gun [PC 27590(a)] and a felony per handgun [PC 27590(c)(7)].
              The exemption to this for a CA resident with a valid C&R 03-FFL requires that person to physically go out-of-state, acquire the C&R firearm, and bring it back to CA. [PC 27585(b)(1) and 27565]
              ^Since 01-01-2015, it is no longer CA legal for for a C&R long gun to be shipped from out-of-state to a CA resident with a valid C&R 03-FFL.

                If I lived out of state, I wouldn't sell anything to Californians. Just not worth dealing with the state's BS and hassle. If Californians can't even keep up with our tyrant's arbitrary stupid little rules, imagine being in America and dealing with it.

                I feel privileged anytime anyone on Gunbroker will sell me a gun or ammo here and there have been many.

                  Many out of state dealers just see other dealers refusing to ship to CA so they jump on the band wagon. Registering to be able to generate a shipment approval letter takes a couple of minutes. Generating the letter after be registered takes less than a minute.

                        Ya, my only dealing with this has been through CMP who will ship to a 03/COE. The exception that doesn't make the rule I guess.

                          If you really want to get this rifle, use a middleman service like EBR Work in Arizona.
                          You pay the seller and they ship to the middleman, the middleman ships to your local FFL.
                          Yes, there is a fee.
                          Yes, it is a PITA.
                          Yes, it is a workaround the BS California laws.
                          Yes, it is legal.
                          Yes, it works.

                          The middleman can also help with making scary guns into 'safe' ones and convert some non roster revolvers to single ACTION that can legally ship into California.
