Can I purchase an on roster glock frame online & transfer it?

I am looking to purchase a Gen 3 G22 frame to use and dedicate to my Advantage Arms 22LR slide setup.

I've found a few on gunbroker which are priced very well. Is it possible to transfer one of these or does it have to be complete with the slide, etc.?

Exactly. Just buy a Glock 17 cause I think it's the same frame as a Glock 22, plus you'll be able to get more money for a 17 slide when you sell it. I've seen Glock 17's very often on sale for $500-$550 brand new at gunshops. Sell the complete upper for $400 and the 2 mags for $20 a piece. Now you will end up with a brand new Glock frame for $100. Heck, just the lower parts inside the frame are worth over a $100.

This was for posterity, I'd call your FFL to confirm. If they require a safe-handling demo on pick up day you should
be able to use the .22 lr upper. Cheers.

Good idea! Your past ways would get the FFL and the relationship you had with him taken away from you since CA DOJ would revoke his CFD for operating that way.

An FFL gave me this info, not sure how accurate it is:

"No frames or receivers can be transferred in Califonia until after August 24, 2022. The ATF is in the midst of rewriting the definition of precursor parts and gun frames, receivers are included"

You can’t do any of that legally. It has to be 100% factory, on roster Glock

1. The FFL is being shipped a receiver and they need to log it in as such.
2. If they allow someone to take that receiver and make it into a handgun before it is transferred, then they are making a handgun. Which is illegal for them to do, unless they are a 07-FFL and they mark that firearm with their info.

This has been in effect since before 2015, when the BATFE closed down some CA FFL dealers who were taking stripped receivers and allowing their customers to bring in parts to make them into SSE pistols in order to transfer them as SSE pistols. Under Federal laws/regulations, those CA FFL dealers were conducting business as an unlicensed manufacturer and were shut down for it.

Which means a 01-FFL accepting a Glock receiver/frame and allowing the transferee to bring in parts to assembly it into a complete handgun is considered manufacturing on the part of the 01-FFL and in order to be legal under Federal laws/regulations, the FFL dealer must be a 07-FFL and the assembled firearm must be marked with their info, which will make the resulting handgun into an off-Roster handgun and not transferrable to non-exempt persons.

they shipped it to my FFL. I checked before purchasing, it was
legal. My FFL would not jeopardize his license for a G19 frame.

No FUD. Your FFL has no idea of the intricacies of CA gun law and hopefully that does not come as a surprise to you.

What your FFL did was done from ignorance not legal knowledge. Your experience was an outlier. Your FFL sleeps well at night because he still probably has no clue. Plenty of FFLs do have a clue though. And for those buyers whose FFLs are more cautious and knowledgeable, they ain't importing no frame.

Now as mentioned, some people with special relationships with their FFL might get the FFL to go grab a cup of coffee from the break room whilest the buyer slips a slide they brought onto the frame, but as also mentioned this can cause some bound-bookkeeping issues, among others.

What happened to the serialized frame IS the firearm ?

All of a sudden it's just a receiver, not a complete serialized firearm ?
