    Can I dros multiple complete lowers at a time ?

    Yes. A lower is not a centerfire rifle so 1-in-30 does not apply.

      Do the complete lowers have to be CA compliant in order for me to ppt to someone? Such as the collapsible stock being pinned or adding a grip fin in order to complete the sale ?

        A lower, even a completed one, still isn't a centerfire rifle. If you try and sell/buy one along with an un-attached upper I think you are on thin ice. Make sure they are separate transactions, or that the lower is CA complaint.

        To the best of my recollection, pinning a stock doesn't do anything in CA. Its the pistol grip in conjunction with a detachable magazine that trips the AW designation. I think pinning goes back to the expired federal ban but not certain.

          Adjustable stock on a centerfire semi auto rifle or a semi auto shotgun is a no go

            A separated complete lower, since it's not a semi-auto centerfire rifle as noted above, does not need any compliance parts. That being said, some CA dealers don't understand this and won't transfer them without compliance parts. Ask the dealer first. Find another dealer if they have their own made-up rules.

              You're right if you want to retain the detachable magazine. Almost all the ARs I've dealt with went the other route of fixing the magazine so I wasn't thinking about the other options.

                Nope. By definition, a lower by itself is not evil. However, do NOT walk into an FFL with a lower and upper if they are not compliant when attached. Only bring the lowers for the actual transfer.
