Recent change of address

Question for the FFLs, I moved a couple weeks ago and have yet to receive my new ID or DMV paperwork. I have submitted a change of address form to USPS and my banks, cards and cell phone bill have been switched over to my new address.

Question is, can I DROS a gun right now, or would I need to wait until all my new documents come?

You could face complications with multiple addresses. I'd suggest waiting till all DMV documents are in hand.

Kind of what I'm thinking, do you suspect having a COE connected to my new address makes any difference?


Naturally now that I don't have all my paperwork dialed in a deal has come up in the for sale section, damnit.

No. Most likely not. What's on your D/L is what is transferred to the DROS. If there is any connection, the matter would likely get rejected since your D/L is not up to date. I do not recommend chancing it.

My DL does not reflect my new address, but I put in the change with DMV. My new car registration shows my name as it appears on my license and it has the new address. I've also updated my cfars. I've purchased ammo with my license and new registration with no problems.

There are two related issues at work here. If your DL does not have your current address, the feds want a second form of government issued ID which must be listed on the 4473. There are lots of things that can meet this requirement. Three of the easiest to get are a fishing license, hunting license, or a USFS campfire permit. But you need to confirm with your FFL they will accept any of these. You can get a campfire permit on line so some FFLs may not feel that is adequate. A utility bill issued by a local government should also work. For instance, a City water bill works, but a private utility bill like PGE or SCE doesn't work.

The second issue is on the state side. The DL issue should be ok if you use your new address on the DROS form and if DMV has entered the new address in their system. If you are buying a handgun the state will also want a second form of ID to prove state residence. This does not have to be government issued. It can be any utility bill at your current address. It can also be a deed, lease agreement, etc.

The question is; has the DMV entered your new address in their system yet? If not your DROS will likely be rejected.

Have you talked to your FFL about storing your "killer deal" while you wait for your paperwork? They will charge you a storage fee but it might not be a lot. I've done that for people waiting for their one in 30 time to run. I don't charge for 1 in 30 waits but I do if its more than that.

That would be correct, all my car registrations are still to the old address, haven't received updated paperwork yet.

Going to call the FFL I'd like to use and clear the paperwork through them, I think I should be good, forgot about the campfire permit/fishing license. That plus Passport card (Real ID), and utility bills/ mortgage should have me covered

Not necessarily. If a customer brings in a car registration with their current address and it matches what they put on the 4473, we will submit with that.

Updated registration can be printed in seconds while a replacement DL takes weeks to months to receive. However, you are correct that DROS will attempt a match to their DL record.

I was referencing the connection between the D/L and the "State" DROS (which is how I read the OP's question)...not the 4473.
