Ask around your area ffls. Lots of different prices on those just like firearms transfers.

My only experience with it was pre Corona and the FFL I used simply asked what the value was and charged tax on that. They did not care to see any invoice nor waste the time looking at it.

I only bought from vendors that had free shipping at the time.

CA franchise tax board will want to see the invoice if the FFL is audited for taxes.

500k rounds, that's A LOT of ammo

500K rounds is multiple pallets. Depending on the round, from 10,000 to 15,000 pounds, maybe more. It's going to be an FFL with space and equipment to move pallets.
