    Off roster consignment .

    There are some FFL's that say that an LEO can not consign an off roster handgun anymore (?) .

    Did something change again?

    I’d say depends on the FFL. Just saw off rosters on consignment Friday.

      How would FFL know a seller is FFL?
      Rule 1- ALL GUNS ARE ALWAYS LOADED

      Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

      Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

      Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

        That "seller is FFL" would be LEO, yes?

        No, no recent changes; same 3-tier LE situation as we've had for a couple years.

          Some FFLs are just not dealing with LE private sales anymore and some (like Sportsmans) are not doing any off-roster transfers at all. It seems the DOJ FUD campaign is starting to achieve it's objectives.

              Its not DOJ fud. New CA PC makes the FFL responsible to verify that the sale of a off is compiling with the PC. IE not purchased by tier 2 or 3 peace officers.

              How are dealers suppose to do this? Require previous DROS records? Record sellers exemption? What if they lie?

              Some dealers make the seller sign a form that they are complying with the PC and they don't fall under one of those categories. Does this help them legally....who knows....its not being notarized.

              That said its not a surprise more and more FFL's are not turning away off rosters without hard evidence of compliance.
