    Hi Gunner FFLs,

    Can I buy a long gun out of state (or in state for that matter), have the weapon packaged and addressed to me care of my Stockton 01 FFL, with the usual ID & contact info, and hand deliver it to the FFL myself? I would be the shipper. Thanks, PAX

    Has to go directly to the FFL. You cannot 'hand deliver it'. For that matter, by FedLaw you cannot take possession of it out of state such that you can package and ship it.

    Be sure to ask the FFL in CA how they want that done.

      Once you cross state lines with it you are a felon in waiting. Ships from seller to ffl here. Must be ca legal.

        Federal laws prohibits the transfer of firearms between residents of different States, unless a FFL is utilized. [18 USC 922(a)(3),(5)]
        Failure to utilize a FFL equates to a Federal felony for everyone involved with the transfer. [18 USC 924(a)(1)(D)]

        Federal laws prohibits a FFL from transferring a firearm to a non-resident of their State. Exemptions to this if the firearm is a Title 1 Rifle or a Title 1 Shotgun and the transfer complies with all Federal laws/regulations and the State laws of both the FFL and the non-resident. [18 USC 922(b)(3)]

        CA laws requires a CA resident to utilize a CA FFL dealer to legally import firearms they acquired in another State into CA. [PC 27585(a)]
        Failure to utilize a CA FFL dealer equates to a misdemeanor per long gun [PC 27590(a)] and a felony per handgun [PC 27590(c)(7)].

        Therefore...

        A CA resident can legally buy a firearm in another State, but they can not legally take possession of it.
        The seller will need to ship the firearm to a CA FFL dealer, who will then transfer it to the CA resident.

        The firearm must be CA legal, prior to being shipped to the CA FFL dealer, and can not include any large capacity magazines or large capacity magazine parts kits.
        If the firearm is a handgun, then it must be listed on the Roster of Handguns Certified for Sale or be exempt from it (LEO, C&R, OTP, SAE, SSE2).
