30 day hold on used guns?

Went the other day to a LGS to buy a C&R rifle with my 03 and it was still on a 30 day hold. What is this and was the gun shop correct that it still applies to 03's

True, but the 30 day wait also applies when a dealer acquires a firearm from a non-dealer for resale.

A rational gun law. The 30 days is to allow the firearm to be checked against stolen gun reports.

+1 with Nardo1895. See the following: "Per Business and Professions Code section 21636, subdivision (a), all tangible personal property acquired is subject to a 30-day holding period; a DROS transaction may be submitted on the 21st day to allow for the 10-day waiting period."
