    Edit: just saw your location as Torrance. If you live in Torrance, Torrance has its own police chief, I would send your copy to Torrance Police Department Chief Jay Hart - 3300 Civic Center Dr N, Torrance, CA 90503

        And, just for completeness, remember that's a courtesy copy only; short of arresting you for a crime that might make you a 'prohibited person', your CLEO has no influence on that application.

          If we have a local police department do we have to send the copy to them or can we send to county sheriff?

            I believe I read once that it should go to whomever responds if you where to call 911

              Wrong. Why would you send a copy to CHP or The fire department...?
              In my area CHP handles all 911 calls and farms them out to whatever agency is responsible.

                If in an incorporated city, the Chief of Police (In California its also possible that your local police force is contracted to the County Sheriff)

                If in an unincorporated area (not a city) then to the Country Sheriff.

                  Thanks for the answers above. Have a couple more questions before I send out my FFL03 applications:

                  1. Page 1 of the application, question 5. "Describe the specific activity applicant is engaged in or intends to engage in, which requires a Federal Firearms License". I am planning on using the word "collector". Any other suggestions?

                  2. Page 3, question 5 (Responsible Person Questionnaire): Position/Title. I am planning again on using the word "collector". Any other suggestions?

                        I think they were referring to what agency responds to the calls., not who answers the phone.

                          I would contact your local police department. When I did mine recently I went to Upland PD, they sent me to San Bernardino County Sherrifs Department. Apparently they only deal with renewals at Upland PD.

                            You need FFL03+COE to order ammo to your licensed location or to get any of the true benefits.

                            FFL03 alone in CA really gets you no benefit other than you being able to physically leave CA to another state and buy C&R firearms and import it to CA (and report it via CFARS) without going through an FFL in CA.

                              Thanks everyone for your input. I ended up sending it to the LA county Sherrif’s dept which is found on their website, and I just revived my FFL03 today in the mail. Woohoo! Although I too made the mistake of not applying for my COE at the same time. Lesson learned. A little patience is the name of the game with this hobby. Especially in beautiful California.
