Exemption for FFL03 plus COE Didnt work again

Worked a week ago for two semiauto pistols without a hiccup. Went to buy two semiauto pistols today and it would not let me use my exemption.

Any ideas?

Sounds like your FFL didn't select the 30 day exemption drop down option for C&R COE.

Yes they were on the roster. We selected the exemption just like last time. She even entered the info twice and it would not go through either time. We cancelled both DROS attempts and just did a single firearm.

It was not being done correctly. My guess is she did not start the process as a "Curio/Relic Handgun Sale", and then selected CFD for the exemption instead of 'collector' since it would not have appeared, and then tried to enter the COE number in the CFD box.

Just a guess though...

She did put collector but there was nothing to enter after that.

Can you please tell us exactly what is happening, because it is not clear. Is the DES system not allowing the DROS to be submitted at all, or does it accept them and then something happens to reject them after you leave? Are any message or errors displayed? Provide as detailed a narrative (play by play) as you can, we may be able to spot something.

I am truly interested. I just did a 30 day 03/COE exemption yesterday at Turners. Luckily the corporate compliance person just happened to be visiting the store and helped out. There was a slightly different process used than I am used to and different from the one detailed in the DES bulletin on the subject. She said this change happened at the beginning of September.

Anyhow, I walked out with a submitted DROS copy in hand with a 30 day exemption, and a pickup date

The DES is not accepting the DROS at all. There is a red writing in red message telling us we can't complete the transaction.

Something went different for me yesterday, but the DROS was accepted,

In the past, the DROS would be for Curio & Relic handgun (and it still has to be that way even today), the 30-day exemption would just be "Yes" and the waiting period exemption would be "Collector" which would enable my COE number to be entered.




Then starting in September, DOJ added a new drop-down selection for 30-day exemption, it is "COLLECTOR - 03FFL - VALID COE". I had one done like that and with the waiting period exemption, and it went through.





But yesterday the person did not do the waiting period exemption, so there was no way to enter my COE. I pointed this out to them and showed them the DES bulletin, compliance officer said that with the new option to choose "COLLECTOR - 03FFL - VALID COE" there was no reason to choose the waiting period exemption or enter my COE number. But they did add my FFL# to the comments

And now I am waiting to find out if this blows up in their face and causes a delay or not, I have nine more days to go....

I picked mine up yesterday with no problem using their process at Turners
