I apologize for another 1 in 30 question and have tried to search but maybe I'm searching under the wrong terms so here goes

When does the 30 day timer start? is it when the dros is submitted or when I hit the deliver button on the dros?
Im thinking when it is summitted since the new law says the word "make" which I consider to be the creation or "make(ing)" of the dros and the buyer signs that form and has essentially bought but can not have the firearm delivered until the 10 day wait period has been satisfied.
Or am I wrong?

Are you actually a dealer or a customer? Because if you were a dealer you could easily figure this out by looking at a completed DROS application. It actually tells you.

The 43,200 second timer starts the moment the DROS is submitted. That moment is noted at the top of every DROS, down to the second, as "Transaction date/time".

Not until 43,200 seconds have elapsed from that moment, can another DROS be submitted for a regulated item, unless there is some exemption used (like PPT, 03+COE, etc)

That 43,200 second elapsed time is also noted at the top of every DROS as the "Latest Delivery date/time", and accounts for all sorts of things like short months, daylight savings time change occurring during the period, etc. Looking at that is a lot easier than trying to calculate 43,200 seconds
